DNF is not working in Almalinux 9

Hi
Facing a big problem while transfered to Almalinux 9.0. I have a VPS running in Almalinux 9.0 which is managed by cPanel/WHM.

But I am facing problem can not run the application manager (phusion passenger)
MY VPS has python3.12 but while i tried to run dnf update and install the python3.9 it shows error and found DNF is not working and showing the bellow error results.

VPS:>dnf update
VPS:>bash: /bin/dnf: /usr/bin/python3.9: bad interpreter: No such file or directory
dnf is present in bin folder, also in etc folder it DNF commands are not recognized.

Hello,
I have the same problem! The proliferation of Python versions for other apps has led me to the fact, hat dnf is inoperable (late discovery: dnf uses native Python 3.9!) Do you have a solution to restore it ?
Rpm probably! I have tried compile souce solution is incomplete!
