First, the kernel is not the only package that requires reboot (for the update to become effective): Identify packages that will require a system reboot after an update - Red Hat Customer Portal
RHEL has kernel live patching option: A guide to kernel live patching on Red Hat Enterprise Linux 7, 8, and 9 - Red Hat Customer Portal
that depends on Red Hat Content Delivery Network(CDN).
Enterprise Linux Comparison | AlmaLinux Wiki lists “KernelCare” for AlmaLinux (8). No idea what that is.
IMHO, if a “service” is so vital that downtime is not an option, then it must run on redundant servers. One should be able to always reboot such servers one at a time.
You know how CloudLinux backed AlmaLinux? They’ve also backed TuxCare which has a KernelCare brand, providing live kernel patching services.
Note that like most other such services it is not free as in free beer.
Also they do support AlmaLinux 9 too.
