System does not boot directly after installing updates

I have experienced this issue twice so far.
First time it happened 2 weeks ago, when I updated AlmaLinux with dnf upgrade, soon after installing it freshly from the KDE-based live image.
Second time it happened today after I installed updates with KDE Discover (packageit and such), in “offline update” mode.

In both cases, the result is that I see the laptop manufacturer’s logo, and under it a spinning circle like when AlmaLinux boots normally. But nothing happens after this for at least 10 minutes, and I cant switch TTYs with Ctrl+Alt+Fnumber so that I could check logs.
If I force a shutdown by long pressing the power on button, and boot it again, the system boots up fine.

What could be causing this problem?
Other times a reboot does not cause an issue (initiated from the KDE start menu), but when I have installed updates this has happened so far 2 out of 2 times.

This was a similar post but with a different symptom, here the BIOS proceeds to boot the system

Aaaand since I did not set it up so far for journald to persist the logs, I cant check what has happened…
